for some reason i cant kill him, i dont know if there is a bug or its glitched? can anyone help me out?

Who is Paarthunax and what does he do ?

I think he is the leader of the gray beards, i saw him yesterday and talked to him ontop of the throat of the world. He is this dragon dude, i havent started the quest he gave me though.
