I encountered the bug with Oh My Papa where Regis will refuse to give you the quest if you already talked to Papa Khan. I used the console to advance the quest, but Regis' dialog was still bugged, so I used the console to end the quest. However, I am now doing For the Republic, Part 2. I want to peacefully negotiate an alliance between the Great Khans and the NCR. But neither Regis nor Papa Khan will talk to me about any sort of alliance. How can I use to console to make the Great Khans and NCR allies?

Have you tried resetting the quest?

Yes, I tried that, but since I have already talked to Papa, I cannot start it regularly through talking, so unless there is a way to reset both the quest and Regis/Papa Khan's dialog, I will need to use the console.

It is more messed up than you even realize, yet. The dialogue line on the questgiver back at NCR is also broken.

I have the same problem. However, after putting in the console commands you suggested, I don't receive a new objective in For the Republic Part 2. I cannot advance any further in that quest. Is there a console command to give Moore the speech option to ally with the Khans?
