Papyrus - Can It Transcend Creation Kit Limitations?

Hello,

So I recently picked up Skyrim again after a little break (super ADD lol). So I was excited to see the release of the Creation Kit. My immediate reaction was "OOHHH GONNA MAKE SPELLZ", which quickly transformed into an interest of creating a new skill tree. I quickly discovered that the CK lacks the tools able to do this. Yeah, I read that I could alter existing trees or just replace them in a sense, but I find that tacky and ghetto. From the information I gathered, adding a new skill (or the more general Actor Value) to the game is a much more complex task that is outside the limits of the CK. And as a programmer, I understand this and it makes sense why this is the way it is.

However, I read a particular article that mentioned that game altering things (such as adding new skills) is outside the realm of the CK, but it hinted something like this could be achieved via Papyrus scripts. The CK, it seems to me, is just a simple front end GUI that allows casual modders to quickly mock up a cool new quest line or make a new spell and is not suited for this heavier lifting. But it appears that what I want to do can be achieved through Papyrus. Unfortunately, there doesn't seem to be much mention of direct coding like this out there.

My question is, does anyone here know if Papyrus scripts can allow me to achieve my goal? Has anyone used Papyrus yet and had any success? Is it just a new thing that not many people have investigated, thus by me venturing down this road I'll be paving a new road for modders? I'm not afraid of a challenge, but I also do not care to waste too much time on something that isn't possible. So, are there any enlightened individuals out there who can give me some advice/guidance/wisdom on this matter? While I welcome any response, I prefer people who are knowledgeable on this topic and have some sort of factual information to share.

Please share some info, as this could really pave the way for some insanely cool mods. Thank you =)
