Don't you all love how optimistic are some people of this community? I sure do.

Please don't be so enthusiastically ignorant. Here's the patch 1.3 notes:

Patch 1.3 Notes:

General stability improvements
Optimize performance for Core 2 Duo CPUs
Fixed Radiant Story incorrectly filling certain roles
Fixed magic resistances not calculating properly
Fixed issue with placing books on bookshelves inside player purchased homes
Fixed dragon animation issues with saving and loading
Fixed Y-look input to scale correctly with framerate

You'll note bookshelves getting fixed, quests getting fixed, aiming getting fixed, performance improvements, and stability improvements. You know, things having nothing to do with 1.2.

1.3 was not supposed to address those issues, and the no dragon souls on a respawned dragon may not be an issue, but I don't know about that.

1.3 is a performance issue patch and to that end, it is successful. It has also fixed the minor issues it was supposed to fix. The game data patches are still to come and that has been known for weeks now.

I will close this as there are many threads on 1.3 and dragon souls as it stands now.
