For any Canadian having trouble seeing Dead Money and Honest Hearts while you have the Classic Pack installed, all you need to do is go to the PSN store and redownload the French version of the Classic Pack as this is the Canadian version and uninstall the US DLC for New Vegas. Start the game back up and all 3 DLCs should appear in the list which it did for me when I tried it.
