Ok, so it is for the SAME problem, but there isnt any Steamlauncher, READ threads plz -> post from jasper1979:
The launcher you see is really the fallout new vegas launcher nothing to do with steam.
The launcher u mean:
My fix is for when the orange window with the NCR ranger and Play button in it crash. You can't circumvent that by going straight to the other exe, as it will just go to the launcher regardless.
So, i can circumvent the launcher! Because my "Ranger with Playbutton-Window" didnt popup, but you have to start steam before starting the FalloutNV.exe in "fallout new vegas" folder!
If you do so, the only problem are the mods, because "The Ranger Window with Playbutton" integrate the mods, but this is an other problem who is solved i think!
About (fallout) supporting DX11: so you are right, there is not much text about it, but i found a german driver-Release-Note who says:
Neu bei Version 260.99
* Leistungssteigerungen gegenüber den v260.89-Treibern in folgenden PC-Spielen: Civilization V (SLI), Fallout 3, Final Fantasy XIV und F1 2010 (DX11).
means: Fallout 3 is supporting dx11, if new vegas does'nt support it, it is a big FAIL of devs, but i didnt think so, because the hardware-specifications of F3 and F3 NV are exact the same!
Heres the link, but it is in german, i dont find any other, sry: http://www.nvidia.de/object/notebook-win7-winvista-64bit-260.99-whql-driver-de.html
PLZ keep in mind, the driver spec is an old one, so... the newest one is 265.** and if u dont see any differnce of graphic after setting the compatibility mode to xp sp3, your g-card did not support it!
Have a nice, busy day
