is perception worth having high for EW?

Well, I always try to have decent perception because i like when my radar says where someone is. But is it worth putting up high, like 8-9 just for EW and lock picking, or should I tone that down a bit?

Tone it down to 5 or 6. It only affects starting skill for EW/Lockpicking...

IMO it shouldn't be higher then 6 neutrally; extra detection radius just isn't far enough.

The bonus is helpful very, very, very early on and only if you intend to not build the skills it affects, for whatever reason.

As for enemy-spotting alone, helpful but a pale shadow of the effect of having ED-E with you.

There's no cause for having it higher than 6 for Better Criticals considering that chems and apparel can increase it so much, and having ED-E's perk gives you better than 10 PER detection no matter what you have.

Ill stick to the regular 6 i always get.
I guess 32 with tag skills is high enough for it to start with.

Also.. does endurance give higher then 7 implants, or is 7 implants the max?

Id suggest starting with just 5 not 6 as you will get the chance to get it to 6 long before you need to.

There are 9 implants, but imo 1 is pointless and another one is kinda redundant; namely the regeneration one and toughness one.

It should have effected overall accurcy with firearms and thrown weapons IMO. <_<
Still feel SPECIAL is a bit dumbed down...

Indeed, I would have liked for them to finally get way from the "oblivion" mechanics finally in future games and get back to the true fallout SPECIAL as seen in the original games.
