I don′t know what the right name of the perk in the english version (because i have a german one) it might be the perk educated, this one where i gain 3 skillpoints per lvl. It don′t work right. My character have 9 Int so he gets 15 skillpoint per lvl. With the perk i only get 16, but it should be 18.

5 Base points + 1 per Int + 2 with Educated. In your case 5 + 9 + 2 = 16. Educated gives 2 skill points per level, not 3.
