Your required to steel a amulet of Talos from Ogmunds home to prove his guilt as a Talos worshiper. Go steal the Amulet which reduces your shouts recharge rate by 20%. Don't turn it in to Ondolemar but instead wear it and go to the Forsaken Cave, a cave located West of Windhelm you'll be able to get another amulet of Talos since the drop rate is very high for some reason here. I tested it with 5 reloads and it always showed up in either one of the chests or on the dead body of an undead zombie thingy and I found one every time on every reload (reloaded before I ever entered the cave and after restarting the console to see if resetting the cave would change the drop rate) and it still dropped every time.
Now go back to Ondolemar and make sure your wearing "Ogmund's Amulet Of Talos" when you turn it in! and not the regular amulet of Talos. Now turn in the amulet to him. Upon removal the 20% reduction to shout recharge will stay but for some reason only temporarily (did some hours of testing and it returns to normal eventually) unless you equip the regular amulet of Talos right after you finish Ondolemar Search and Seizure quest. After doing so you will now have 40% reduction to all shouts recharge rate. And the 20% perma stat will now stay even if you remove the regular amulet of Talos (also hours in tested). Just throw the regular amulet back on anytime if you want 40% reduction which really makes a huge difference with shouts like storm call.
Doing this perma stat glitch does have only one side affect that I am aware of so far. If you receive a blessing from any shrine of Talos then you will not get the benefits from it. Under your active powers list under "blessing of Talos" it will say "Recharge rate for all shouts have been reduced by 0%" instead of the 10% or 20% it should be.
