Big Book of Science: Found in mayor's office located within Nipton's Town Hall, gives +3 Science.

(+1 additional skill point with the Comprehension perk)

It's a "Guns & Bullets" and it's found on a desk on the left side as you go into the main room from outside. There are 2 desks on the left side pushed together and it's on the far side of the far one.

No, as in permanent +3 skill points.

Permanent as in they give a permanent bonus. Not just fade after a few mins.
