Having accepted Pheeble Will, I began a systematic slaughter of the people within the Ultra-Luxe (not the gamblers, just White Gloves) after I killed Heck Gunderson. Ted Gunderson, however, is nowhere to be found (the waypoint leads to here Heck was killed). I've searched everywhere, from basemant (I've done "Beyond the Beef" before on different characters, so I'm aware of Ted's location) to Penthouse. Ted's nowhere to be found, making the quest un-completable.

Any solutions or anyone else encounter this?
