I noticed that the PP % isnt going up when I wear guild boots. I have 92 skill in pickpocket and guild boots should add 15%. With the boots off the mouseover says I have a 48% chance to PP (1500 gold), and with the boots on it goes down to only 45%. Is it broken or is it just a display glitch? It should have risen to 63%.

I have cutpurse perk, but only 1/5 light fingers.
