It looks like power armor covers the pipboy this time, does that mean we can't use it while inside the armor?
I'm glad that it doesn't just remove the power armor from your arm anymore at least. I wonder if it'll be the same with other heavy armors.

I kind of hope that they jack the pip-boy screens into the armor HUD so that if you access it in power armor it looks like it is on the HUD instead.
Good observation. I'm not sure how this will be done in the game.
Probably the same way Skyrim handles the inventory, magic, skills, and map. Just press the relevant key and the menu just opens.
But in Fallout the menu is open while being able to see part of your arm and other hand.
It may be a bit like transforming into a werewolf/vampire lord in Skyrim where you'd lose access to your inventory etc. I suppose.

But not being able to access the Pip-Boy at all is also viable since... well, why would you?
Well, you may want to switch around what weapons you're using.
PA seems to be a lot more situational now so maybe they expect you do what you need to do with it and then hop out? If that's the case, maybe there'll be like a quick use stimpack button, or something along those lines if [censored] goes south.
Power armor now has a visual hud when worn, so I surmise when you access your inventory while wearing power armor the helmet will project a different interface. The second and when I think about it more likely option is the power armor sleeve has a latch allowing you to open it to access the pipboy underneath.
If I had to guess the Pip-boy interfaces with the power armour so you can get the games HUD displayed inside of the power armours helmet instead of looking at your arm.
