Plants regrow ?

Hey, anyone able to confirm if plants (Xander root, Broc Flower etc.) grow back to their fixed spawnpoints over time?
I was told it's similar to Oblivion but never played it.

Hmmm odd... I kept waiting (24 hour sequences) near a plant and even after 10 tries the plant didn't respawn. However I went back to Goodsprings and saw plants there regrown I recall been harvested by me already.
Is there a specific function with how you get them plants to respawn?

To get things to respawn, you have to be outside the cell. Not sure if it is exactly the same, but here's the basic system for past games.

When you leave a cell, the respawn timer begins to tick.
As long as you do not reenter the cell, the timer will tick down until it hits it's preset (generally 3 game days default) and whatever is set to respawn in that cell will reset.
If you enter the cell even briefly, like wander over the border then back out, it starts the timer over.
If you want to manually reset every cell, find an interior cell within another interior cell (like a room on the strip or something) and then wait or sleep for 4 days.
