Hi there, I'm about to start a new character with goal of trying to reach level 81 but I'm curious is it possible to go through the game without using perks? I really enjoy playing on master difficulty annd it just crossed my mind that the challenge would definitely ramp up the difficulty quite significantly, also for a side question if i were to do this. is weapon upgrades through smithing dependant on the smithing level or do you actually be perked up to dragonbone to be able to make something legendary?

Yes you can complete the game without spending a single perk point.

You need to have the appropriate perks to inprove an Item to legendary; however.
