I have only picked it off a dead body, maybe if you join the Imperial's???
Or you could kill an Imperial officer on the road

I found one in a ruin exterior, and one in the theive's guild line. Buuuut, I can't tell you for sure...so try googling it.

There is a daedric quest, the one from meridia i believe.
When you get into the ruins you can rip it off that rotten unholy corpse you will see.
