Possible mod-related spellcasting issue

So, I have a couple of problems with my game that I think are mod related, but I'm not sure. I noticed that every time an NPC in my game is scripted to cast a spell, they seem unable to do so (Kematu paralyzing Saadia, Tolfdir casting his fire spell at your ward in the first College lesson). They equip the spell, but never cast it. I can post a load order as long as someone lets me know how to do it in NMM. Thanks in advance.

I'm not familiar with how you do it using NMM, but you can simply copy your load order from plugins.txt

C:/Users/[username]/AppData/Local/Skyrim/plugins.txt

Just as a head's up, you don't need all three cloak ESPs - you're supposed to only use one. Probably won't fix your issue, but while we're here.

Its probably advanced killmoves the patch broke it and caused this effect for me. I had to switch to Dance of death for now

It does appear to be Advanced Kill Moves that causes this to happen. Thank you all for the help, this can be closed now.
