Possible to slow down default run speed a bit and speed up d : V

Walking feels a bit too slow and the default forward speed (running?) feels a bit too fast. Too much like old school Dooor something.

Is there a way to fine tune both, and in such a way that affects all the NPCs too? I don't want to put myself at a disadvantage of being slower than all the NPCs.
