Not in game. It can be assumed that if you help Ulfiric win the war that Talos worship will be allowed, at least until the Dominion kicks him out and takes over Skyrim.

You can go on a mission to exterminate thalmor in skyrim. I think there's probably only about 4 essential thalmor NPCs.

If you help the Empire so that they are strong enough to stand against the Aldmeri Dominion, it is likely that Talos will become an official worship again.


By helping the Stormcloaks, you are weakening the Empire, and actually destroying what chances Talos has of ever being brought back(for what Talos will there be if Tamriel falls to the Dominion completely?)
