If they do come up with a DLC to raise the lvl cap in NV, they could make it to where you can't choose anymore perks after lvl 30, so it can help from making it unbalance.
I do agree that Obsidian will make the DLC. I mean, it's their game, even though Bethesda own the IP and are publishing it. They would probably over look what Obsidian is doing, making sure its done to a degree that they want. I also HOPE Obsidian makes it, they are bringing new ideas to the table so it should be different to the F3 DLC's.
They're definitely going to do some DLC, and they're probably going to go to Obsidian first. If Obsidian says no, then they'll probably do it themselves. I don't really see what people are worrying about.

i'm fairly certain obsidion will make the dlc but they and bethesda either haven't talked about it or are currently discussing it, my reasoning being as others have said bethesda currently has 2 other projects in the works so dlc isn't a priority for them second the engine has had a major toon up and obsidion just used it to create a game new team means a learning curve which would probably both delay and lessen the quality of the first dlc.
my 2 cents obsidion made the game if it goes well let them make some dlc for it they know the game more intimately than bethesda does and as long as they can work out a deal with agreeing to stick to a budget, and present good stories and experiences that they would like to create it just seems like a smart move.
i also highly doubt we'll se a rehash of the action fest that were OA and MZ they were less well recieved than the more open dlc
Personally I want Obsidian to make a good ole expansion. A nice 30-something dollar one with a lot of new places to explore, great-quality missions and factions, more game improvements, and more stuff to find.
