Let me go into further detail with the suitcase and its weight,, as some of you are a bit confused about my idea.
Lets say I can carry 200 pounds, total, of equipment. Anything over that, and I'll be encumbered. Lets say that my character is currently holding 255 pounds of equipment (that is including the suitcase which is IN MY INVENTORY, meaning it is not being used as a suitcase but as a misc item).
Now, let's say I go to the suitcase in my inventory, and press 'A' or 'enter', or whatever your 'use' button is. I am now put into a side-by-side inventory view. On the left side is my inventory, and on the right is the empty suitcase. Let's say I add into the suitcase a Light Machine Gun (weighs 15 pounds), a Bladed Gauntlet (weighs 10 pounds), a Anti-Material rifle (weighs 20 pounds), and a 10mm SMG (weighs 5 pounds). Now the suitcase has in it 50 pounds worth of equipment. I then press 'B' to exit the menu, and it now shows my character holding the suitcase in his left hand (again, this means that you can still use pistols and SMGs, but no rifles or heavy weapons. If you try to equip one, it will ask ''Are you sure you want to equip this weapon, and move all items from the suitcase back to your inventory?''
Now that I am using the suitcase as a suitcase, if I check my inventory, I will have a total weight of 200 pounds - 50 pounds of equipment, and the 5 pounds of the suitcase itself. While I cannot run super super fast, I can run at about the same speed that you can if you're wearing heavy armor (notice how characters who do not wear armor can run just a bit faster than you?).
So - because I put those items into the suitcase they do not effect my total equipment weight any more, until I move them back to my inventory!.
Also, there would be an option to 'drop' the suitcase from your hand and run. This would be effective if you are being, say, chased by a large group of enemies and needed to quickly pull out a larger weapon. It might also be possible to see the suitcase in your ''Misc'' category still, and just select 'drop'. It would warn you that any items still in the suitcase will stay in the suitcase, and are you sure you want to drop it?
I hope that clears a few things up.
Oh, and by the way, even if you put a bunch of C4 into the suitcase, unless there was a way to make it so you put ACTIVE c4 into it (like you do when you reverse pickpocket someone with it) then your Agent 47 ideas would fail. The suitcase is pretty much like a normal 'box' you can just carry around with you, and a weight limit. Since the C4 would be IN the box.. it wouldn't work (although there might be a way in-game to put active c4 into boxes, garbage bins, ect and have it act as a ambush when someone walks past).

You're still holding the items.
Doesn't matter if you hold them by your back, hands, knees, teeth, ears or on top of your head.
Or if you have the items inside a suitcase that's inside another suitcase that's inside another suitcase..
You still carry it with your own strength, and your strength capacity is 200. Adding the items into the suitcase does not make their weight disappear.
It has been added onto the suitcase which now weighs 55 pounds.
As long as you hold that suitcase you're still going to have an additional 55 pounds on you.
Again: hold a glass, that's the suitcase, pour some water in another glass and hold that glass, that's your inventory, if you pour the water into the empty glass you will still feel the weight of the water no matter which glass it's put in.
