You forgot an important one.
People don't trade PC games (and with the inclusion of Steamworks, can't). Every person that played Fallout: New Vegas on PC will be paying for it (just forget about that 'other' crowd for the sake of the argument).
The console edition, on the other hand, can be traded like a commodity. And any one instance of the game may be sold two, three or more times. The publisher needs to make a few extra dollars on that sale to make up for the fact that they'll loose sales on the platform to trading.
