It appears that the Courier did have a back story that was cut along with Ulysses; Avellone said it was very difficult to remove Ulysses because he was a large aspect of the game.
Traditionally, Fallout PCs have a fairly detailed back story; New Vegas was the exception, but it's starting to look like it was a consequence of time and planning, rather than a deliberate choice.

Yeah, they had general backstory (born in Vault, tribesman, etc) but they didn't force you into, say, a specific sixual orientation or personality type.
The idea that the relationship they had was sixual is clearly absurd, however, as evidenced by the existence of the Lady Killer perk...
