I play on the PC and hardcoe Mode.
1. Are stimpacks addictive?
2. When I started the game and slept in a bed my HP didn't regenerate. However, sometime between leaving Goodsprings and getting a house in Vegas that changed and I could sleep in a bed and HP regenerate. What happened?
3. Does a high Perception actually improve accuracy?
4. Does having your Guns skill at 100 actually negate the benifits of Gunslinger and Commando?
5. On hardcoe Mode are the amounts of things reduced? I made it all the way to Vegas and beyond (@Lvl 10ish) and have yet to find a vendor selling anything better than the Service Rifle (i.e. Carbines), have I not reached a high enough level or is this because of hardcoe Mode? Stealth Boys? Mod kits (i.e. Silencers, etc)? Armor?
I haven't found jack! I found maybe two pieces of Leather Armor no guns, no ammo hardly anything. Enemies I kill mostly have .357's, 9mm's, Single Shotguns and on the rare occasion a Caravan Shotgun.
6. Can the Marksman be used to repair the All American?
7. Referencing question #5: I want the All American. I've seen the walkthrough (YouTube) and have a general idea of what to expect. I have no confidence that I can make it there and back with: a Service Rifle (@150 rnds), 9mm(@100 rnds), 10mm (@100 rnds), 2 RadAway, 3 RadX, 6 Purified Waters and 6 Simpacks...oh yeah and a Space Suit

4. No, think of it in terms of your accuracy at range... you now have the maximum accuracy at range based on skill alone, the
Gunslinger and
Commando perks just add on to that for increased accuracy at range while in V.A.T.S. mode.
5. Vendor gear and enemy loot will scale with your level, for example, I couldn't find a sniper rifle for purchase until just before level 20. Also, hardcoe mode doesn't influence your loot or make the game necessarily more "difficult", it adds immersion by forcing you to actually have bodily functions (water, food, sleep)... the only thing you don't need to do is shower and use the bathroom.

6. I assume you mean the Marksman Carbine, I've never tried to be honest (I use
Jury Rigging) but it's the same rifle type so I would assume yes.
7. Most of my lowbie gear I acquired by curb-stomping enemies... not until about level 15-20 did I take the time to actually purchase a quality weapon, which is around the time I took
Jury Rigging so I don't have to pay for repairs or find a "rare" weapon to repair my weapon of choice with... I repair my sniper rifle with silly things like Service Rifles and such.
