In the early game, Victor doesn't seem to mind if you use his shack for a safehouse. He's got a bed for some reason that I don't think he ever uses, so I'm free to get some shut-eye. He's got a sink that doesn't give me any additional rads. He's got a few toolboxes I can cram stuff into, and stuff will never disappear when I come back. It's right near the General Store where I can sell excess stuff for caps, which itself is right next to a crafting and reloading bench. A campfire is not too far away as well - especially if you just fast travel there.
just finished my first 90h playthrough today, and never moved out of victors shack, for the above mentioned reasons.
i don't like safehouses which require you to pass more than one loading screen, and the lucky 38 is also a bit too creepy for my taste, specially with that zombie-in-a-fridge nearby.
