Lockpicking is overrated, and so is the Gobi. The regular Sniper Rifle has comparable DPS and you can silence it.
There are a few nice unique items here and there that LPing gets you, and you can bypass the stupidly buggy "run of death" to meet the Boomers for the first time. Honestly though, you can live without it. Repair, Speech, and Science are FAR better skills to raise first before you look at taking Lockpicking past 25-50.
Actually, there is quite a few quest require high lockpick to solve them peacefully.
The only certain way to get a 12.7mm SMG needs 100 lockpick.
Gobi also enjoy high durability, who cares about noise when you are in a open battle? Or far enough?
You can live without it, for sure, like all skills, but it is far from overrated
