If you want to use the sniper rifle properly, you need 6 strength or 4 with the Weapon Handling perk, which you can get right around the time you find a sniper rifle. You should start with a minimum of 3 strength if you get the implant. Carry weight penalties are not very significant for a low strength.
Perception and Agility of 6 is needed for the Sniper perk and Agility 6 is needed for the Silent Running perk (must have for sneaking). Do NOT take the 4 Eyes trait to reach 6 Perception. For the requirement the game sees you as having 4 Perception with a 2 Perception buff while wearing glasses (assuming 5 starting Perception). You can, however, take Small Frame to reach 6 Agility, which is worth it from a power gaming perspective. Doctor bags and hydra are common enough.
Endurance is needed for adding implants, so I don't recommend lowering this too much if at all.
The highest Charisma you'll need for perks is 6. Unfortunately it's a relatively useless stat mechanically (almost all social checks are from skills), but go ahead and raise it anyway if you want to role play.
High Intelligence is great for skill points, but perhaps you don't need it for your build.
Luck is great for skill points, criticals, and gambling. I like playing high luck characters, but you may want to forgo raising this stat for your character concept.
