Here is what he wanted- (I helped with certain parts to make it a little more realistic. I couldn't do a lot though)
Spoiler
Start out the game with scenes from the World War and how the fantasy land fell, so you get a background on what is going on. You aren't rebuilding the world, you are only rebuilding your land that was taken over.
Have it be more of an RPG style game, where you can upgrade your weapons, tools for rebuilding, and your stats. Also character customization. There would be maybe 5 different races to choose from. (this was my fantasy fetish kicking in ) The main weapons would be guns. But I wanted more on the lines of futuristic looking weapons, but having a fantasy twist on them.
Have some sort of story on how the hero (you) started thinking of the idea to rebuild and rebel or something along those lines. My idea was- At first the hero only wanted to rebuild, but as you are rebuilding a town, the overlord's army comes, finds out what you are doing, and destroys the town completely to show you that you won't succeed. You then understand that the only way to rebuild is to fight against the tyranny that the overlord's have placed on your land.
You are basically leading a rebellion against the evil overlords and their army that turned your utopia into a baren wasteland. Also different creatures will be in your way.
You have to go scavenge for your parts. There would be some materials that you need to find to build other parts. This is where upgrading your tools would come in handy. You could find them in the wilderness or find them in different towns, or steal them from the overlords. These would be quests that you obtain somehow (details were not made.)
You would rebuild residential facilities, schools, parks, water towers, electricity facilities, help plant trees for forests, find food supplies, etc, to make that town or city's environment grow. The different buildings and structures would have a lot of the same materials that you need to find. This was my idea to make it not so long of a process to build all of the structures. If it took too long, then it would get rather boring at times. You will also have to build up the town or city's defenses, and supply them with weapons to help fight off the overlord's army.
Make your work force grow by finding people that want to help your cause in different towns that still are inhabited. Or you could find them out in the wild somewhere in given locations. These are also be quests that would be obtained somehow. Your army and work force are different.
When you start rebuilding places, you start rebuilding small towns at first, and then when your work force is big enough, you can move on to bigger towns and cities.
Whenever you help rebuild a town or city, your rebel army grows. You will have to get certain cities to trust that your cause is good, because some will still be loyal to the overlords, or find that your cause will never be accomplished. Again your ARMY and WORK FORCE are different.
When you are rebuilding a major strategic town or city, at certain times, the overlord's army will attack you. This is where building defenses, and supplying weapons will come in handy. You can either die defending the city, or retreat and come back and attack it later. Retreating CAN be the best option when you know you are going to loose. When you retreat, the parts of the buildings you built will still be intact. If you die, then obviously you go back to the last time you saved (this was my idea because I svck at remembering to save before a major event). That could mean loosing all of your progress. The choice is yours. The better the supply and weapons, the easier the victory. Not all towns or cities will be attacked.
At the end when you help build all the towns and cities, you lead the rebel army for one final confrontation against the overlords and their army to put an end to the tyranny.
There is a lot of ideas that were taken out only because if anyone tried to make them, the game would never become a reality. I still think there are a lot in here that would take too much to figure out.
It sounds a lot like TES, Fallout, and Viking: battle for asgard are all jumble into one. I think it is a great idea, but it would be almost impossible to make and have it be any sort of decent.
