Arrowslayer started it, al least I was under that impression.

It's just a reference to Star Trek since the Borg are all about assimilation and conformity and without avatars it was harder to tell users apart.

Basically it is a local meme similar to the cult of vinagar ra or the use of fishy sticks on the forum. This one in particular comes from the time of lost avatars where the joke of the borg was made because everyone looked the same (It helps to know what the borg are). And from their the joke continued both from fun/bonding and perhaps a bit of boredom. Nothing to really worry about.
