Logically, I think so. The ability to play dead and steal syringes, or steal buffs in general would really make the Operative class come into its own as one that thrives on deception of the enemy team, and not just an ordinary flanker and backstabber with a penchant for interrogation (hell, any other class could do the same without the Interrogation or Disguise ability). What I DON'T agree with is the idea that Operatives should be able to supply other team-mates with the swiped syringes; that's an ability best reserved to Medics in order to keep them in business.
However, there is a possible flaw with buff-stealing, as the zero XP gained by buffing a fraud can blow an Operative's cover, easily turning the tide against all assassins save those who have a death-wish to commit suicide via 'friendly' fire.
