Back in Oblivion, a few assassination targets were very difficult to take care of without incurring a bounty. Fortunately, it was more than possible through the use of poisoned apples and whatnot. In Skyrim, however, it seems a few events (particularly the purge) are scripted in such a way that it is impossible to avoid incurring a bounty.
Can anyone confirm that this is the case? If not, how do I avoid getting a bounty in, say, the encounter right after the fake emperor dies? I've considered transforming into a werewolf, but the wiki says that you can't talk to NPCs as a werewolf...:-X
That encounter you are betrayed and given to the Commander's care before you even begin the mission. Of course, there is going to be a bounty. Now, it is a very useless bounty, because you can just pay it off and you are back to normal. Only is 1-2k gold, so by this time it should not be that big of a deal to pay off.
Even with a perfect escape using invisibility, the bounty is added (as I found out),
