You could go to Camp Forlorn Hope and do the quest to drive the Legion out of the nearby town. I had a few dead NCR soldiers after that battle, no karma penalty to loot them either.

To be honest, I've stolen a lot of things that give me negative karma...And just from saving Ringo I'm still "good" up to the point where you need to meet the Boomers for Mr. House. I'm not sure but I think they karma loss is less in NV than it was in FO3.
