Are Werewolves a little... Soft?

I dunno ive wiped out entire bases as a werewolf. all you gotta do is the fear roar and kill them as they run.

If you keep them feared they'll be lucky to even get a hit on you

press Z like any other shout/power.

I think what threw me is if you push the shout button a second time before your transformation is complete you get the message "you may only use this power once a day".

So I'd never thought to push it while fully transformed.
