That's not entirely optimistic

Mods were eventually officially added for certain PS3 games that had creation kits like Unreal Tournament III.
You can't really compare the Construction Sets we've gotten in the past for TES games to the map makers and the like you get for some other games. I wouldn't go so far as to say "you'll never see mods on consoles", but you'll certainly never see mods "as they are made for TES games today" with the Construction Set.
Even if Todd manages to convince MS/Sony to allow free user content into the next Elder Scrolls (or FO) game by the time they strip everything out of the CS that MS/Sony don't want us to be able to do will it really have been worth it?
Every single person playing TES today has free access to mods by buying the PC version of the game. The folks that support mod's being moved to the consoles will never get what they are really after anyway, and in the process probably kill the TES mod community. I couldn't think of a more appropriate application of "careful what you wish for" than this.
