There are going to be certain places that will tear you a new one at certain levels, and there will be places that are cake walks. Generally speaking, the outside world is more tame than dungeons, so exploration is slightly safer. You'll still run into sabre cats and bears at level 3, get mauled by frost trolls in their areas, and have other challenges. If you're going around in the same areas over and over again, you might not run into much difficulty, so it might be better to explore other areas, like the glacial waters to the north, the Rift, and the molten tundra. I tend to find more difficult enemies in those areas.
