i think the anti- pre-casting is a suitable explanation. makes lot of sense. Loose some when you take a look at how OP are 1h weapon bonus VS destruction magick dmg tho -.-
but i guess that up to this point it is for bethesda to decide. hopefully expansions will work towards that aspect of magick users,
However i don't see why this makes breton better magick users ( nor how this is related to my topic, altho i didn't say it at first but i'm playing altmer ).

He doesn't ceases at that point to regen is mana while casting, it never worked in the first place, so that's not a negative point,
Both class can get the permanent 30% magicka absorb perk since it's part of a skill tree, thus making the breton special ability less useful anyways so i don't think you have valids arguments there mate :/
I was going for the WR helm quest in the north, did some exploring when i saw this happen. might be related to the magcik drain condition altho i can't bet on that nor say how it is obtained.
I'd sure like to find a way to use this feature in a reliable way even if with 500 magicka at lvl 40, i can spit out a whole bunch of firebolts
