you keep going back to cost, and I guess you still mean voice acting. the core voice acting is the same across races and once fixed, you can expand the world indefinitely without changing the cost.
specific voice acting for certain quest has a price tag of course. but there is a base cost to get an acyor and a cost for the work to be done. I bet my shirt that the upfront cost to fly, lets say, angelina jolie, would totally dwarf the difference between her saying 10 or 20 lines. so lets not be absurd there. the question is more how do you get there interested, because I have no doubt those top actors are quite busy.
but do you need top actor for every minor character....

Now I m not saying Skyrim isn t good, on the contrary, but that you shouldn t criticise the right of other peoples to compare, criticize and dissect skyrim any way they see fit. if that had not been done on previous tes games, skyrim wouldn t be there. look up morrowind and get the hall of fame mods. compare morrowind and morrowind + hall of fame. then compare the two with skyrim. you will suddenly have a tingling sensation. especially things arround players houses like bookshelves, weapon plaque, maniquins, display cases ... but you will also recognize other influences from various influences, big and small. and skyrim was also influenced by game out there like runescape, diablo II, might and magic (especialy #6), to name a few
