The trader in Pawned Prawn in Riften by far. He starts saying WELCOME TO PAWNED PRAWN as you enter, then you interrupt his greeting as you talk to him, so he says WELCOME TO PAWNED PRAWN again before you can hit the "shut up and buy my [censored]" button.
