Yup, the first 2 was on pc and the next 3 on both pc and Xbox.
Bethesda has been trying to get both ms and Sony to open up their markets for mods. To this day they still refuse. What they don't realise is that (in my opinion) it could generate money as most of us(?) would pay a small sum for some of the mods.

The idea of user made mods is that they're free. The official name of additional content you pay for and download is DLC. A good idea for Bethesda would be, I think, porting the best mods for Skyrim from pc to console and creating some kind of "mod pack", which will be available for a moderate sum of $5 as DLC.
