Op has obviously never tried to swing a weapon underwater.
It's hard as hell, and if you do it wouldnt have any speed or force to the swing to do anything.

Why do you think i ruled out big weapons and specifically said a SMALL DAGGER. I'm not an idiot and know what IS possible. If you cant press a knife into a fish underwater, thanks kinda sad

Or at least maybe a harpoon kind of thing, some kind of feasible underwater weapon, only really for water though. Then also I think Argonians should have underwater attacks, and faster swimming. I want to eat swimmers :smile:

I was going to suggest a spear or something, but I think a whole new weapon class would be asking a bit much. Nice idea tho

Bows should work fine under water at short range. I've spear fished enough to know that. My spear gun is basically a cross bow that uses rubber bands instead of a bent bow. I wouldn't give them much more than melee range though.
