Doesn't say anything about Nords, and I believe the Greybeards say the Voice was a gift that Kyneareth to "mortals" in general. It's probably not exclusive to Nords.

Kyne gave the gift of the Voice to MEN, not to NORDS. Granted, the Nords were the first Men, but all Men have the potential of Voice. It's just everyone else but Nords got soft and/or interbred with the Mer, and the gift of Kyne faded into obscurity.

Which makes a Beastman or Mer Dovahkiin hilarious, really. Kyne's gift got hijacked.

Being Dovahkiin isn't a gift from Kyne. That's Akatosh's gift. As the head god, he can probably do whatever he feels like.

Dragons and everything related come from Akatosh but they invaded the sphere of Kyne and thus they also fell subject to her will (well, maybe except Alduin). Giving the voice to men was probably in retaliation to this "interference".

Ulfric Stormcloak is not a Dragonborn, but is the result of an illicit affair between Aluduin and Mara.

I think Ulfric even says in the game when you question him about whether he killed the king with his voice, that he only shouted at the king on approach, but actually killed the king with a weapon. I think the shout story is supposed to be a case of Skyrim folk & "Chinese whispers". I could be wrong. This could even be a case of "Chinese whispers", lol

He is not a dovahkin, at all.
He just learned the th'um from the greybeards, which anyone can do.

The grey beard said when you meet them that you can also learn the shout with years of practice he could of leaned the shout but nothing else.

When you ask Ulfric he tells you he studied with the Greybeards in High Hrothgar.

As for the question of other races having the power of the voice that is something we will have to speculate on. it is stated that the Dragons once sought to to enslave all non-dragon races so the gift of Kyne could have been granted to all mortals. it has simply never been tested because no non-Nord has ever learned the way of the voice that we know of apart from potentially the player's character.

With the rise of the Greybeards as the last masters of the voice being so isolated even from their own people its a fair bet to assume that a non-nord never bothered to to make the trip to High Hrothgar to learn, but given the hostility to outsiders in Skyrim that's hardly surprising.
