Hmmmm that does look like a video card issue to me, but if you still think its the game, I would try fully un-installing FNV and the GECK, then re-install them both from scratch.
I would also try re-installing your video drivers - that might be easier than re-doing the entire game. I would also try another resolution, see if the GECK doesn't like something about your resolution?

I have a somewhat similar issue with the preview window, I don't see a choppy image but, no matter what settings I change, I cannot rotate the image in the window. I can zoom in, out but, absolutely no rotations. I get this in both the FO3 and, FNV GECK. I also have the same no rotation issue in the object editing pallets, I've learned to ignore the issue and, just work around it but, it would be nice to have everything working properly.
Being a Mac Guy, I'm not all that windows savvy when it comes to, configuring my system, could this also be a "Video Card" issue? Any suggestions on how I could get my rotations to work? I'm running Windows Vista Home Premium, on a Intel Pro mac.
I just figured it was something I would have to live with on my funky system, if there is a fix it would be nice.

Edit: Video card, "NVIDIA GeForce 7300 GT: all drivers are up to date and, I reset them to default to see if I had accidentally tweaked something in a bad way.
