I'm with the Legion and I can't find anyone to repair my goods, can anyone point me in the right direction?

Try putting on NCR gear and talking to Knight at Mojave outpost, he repairs to 100%.

Is Old Lady Gibson hostile as Caesar's Legion? I always went there on my neutral character because she was like 2 feet from the fast travel location.

If you're friendly with the BoS there is a repair man at their safe house that repairs to 100%

AFAIK, NPCs can't see through disguises. It pretty much just changes your alliances while wearing them.

Hell, I donned the ranger's gear after starting Still in the Dark and when I walked back into the bunker to talk to the Elder, they attacked me on sight.
