On X-Box I'm level 42. When my destruction reached 90 I went to Faralda at the College to get the Power of the Elements quest but the dialog choices did not permit that option. I have gotten other 90-level-magic quests without a problem. Went back to an earlier save game and tried again but no luck.

Any ideas how I can proceed to get this quest?

Side note: in one attempt I got bored and went off to Yngol Barrow. When I returned, Faralda attacked me without provocation (other wizards treated me normally). She kept sending out lightening bolts, screaming, "You thought I was just another pretty face!" It was pretty funny, especially since the bolts did little damage. Anybody else have her turn on you? I wonder why she did.

You need 100 destruction not 90
