telekinesis is how one power levels that skill, that is about all the spell is good for

You can buy a bunch of iron ore and use Transmute.

It depends on what spells you have in that school, really... but you can powerlevel Alteration with any of the spells except for "Equilibrium" that you find in a certain guild questline.

To do this with a protection spell, find a mudcrab somewhere, get it to chase you and go hostile, and then stand on a rock or something where it can't reach you. Cast Oakskin or whatever over and over again. If you have a Detect spell, use it where there will be a lot of targets -- for example, find a busy marketplace to cast Detect Life and spam the hell out of it.

The mages of winterhold knew I was dead serious in becoming a master of alteration, when they saw me using telekenisis on a jug, standing completely still for an hour, then using telekenisis on the jug again, for days on end.

If you don't have telekinesis then dual cast detect life in a busy town. The more people around you the quicker you'll level. You will literally fly through the early levels.

Use detect life in Riften market place.

You'll have to do the "Infiltration" quest. Consult wiki.
Get the Atronach stone for +50 mana (optional), drain your magicka on detect life, skip and hour and repeat till you've got the desired level.

cast oak flesh after enemies have spotted you, so if an enemy is lets say up in a castle tower, usually they don't come down, just stay down below casting oakflesh, you can also stand it water and cast waterbreathing, but early in the game i just cast oakflesh a lot when enemies are around.

If you dual cast some sort of armor spell while an enemy is nearby you will rank up very fast.
