Easiest way? the 13th floor of The Tops. No stealing required.

You can often find a lot of clothes in closets both in building and in wrecked houses. For example if you follow the road south east out of Goodsprings to the Skydiving Shack there are two wrecked buildings just to the south with 3 closets in them that have a very high chance of yielding pre-war clothing. Likewise there are a couple of closets in the second floor fo the Bison Steve Hotel in Primm.
