Problem getting mods I've created into skyrim

Hello, my problem is this, when I make a test mod, or any mod for that matter, it won't show up in the data files tab of the Skyrim launcher.
It is installed in the default steam location, I've also copied it into its own folder in c:\Program Files(x86) drive, and also to the desktop. I even tried running it as an administrator. No avail :( Running windows 7 here. Any ideas?

I activate my mods via Nexus Mod Manager.

Sounds like UAC and Windows seven..

The problem is that Steam default to install inside the c:\program files directory which is protected by UAC, you could turn off UAC on steam itself, but this is the

Best Solution is follow this and reinstall Steam to some where else like c:\games\steam\

Turn off UAC

Make sure your mod's ESP files are saved in Skyrim/data

Also if you are making a mod that isn't showing up, I once had an issue with the Oblivion CS saving things somewhere in App Data. So if you are making a mod then it may be in there.

Turn off UAC

Also if you are making a mod that isn't showing up, I once had an issue with the Oblivion CS saving things somewhere in App Data. So if you are making a mod then it may be in there.

Tried disabling UAC, still no luck. Could you elaborate more on the Oblivion thing please?

Strange. Did you run a search for the esp plugin you created? See where it ended up. When you find it, place it into skyrim's Data directory. When you click save, it should have automatically saved the plugin into that directory by default.

Yes I did, it is, in fact, in the skyrim/data directory. Creation kit will not save it anywhere else.

Bumping up with a report, I've moved steam out of program files and reinstalled Skyrim and steam to a different location, STILL no luck
