Problem with Helgen gates in tutorial : V

I'm running into a weird glitch in the beginning of the game.. I'm assuming some mod is causing issues with the walls/gate to Helgen at the beginning of the tutorial.. the gates do not open and the carts just bounce off into the distance...
also on the approach to the gate, as soon as i can see it (floating without the wall) the carts start bouncing around like they weigh nothing..

I do have a bunch of mods and thought at first it was the Alternate Lives mod since I was getting crashes using the "I'm camping in the woods start" also.. even after removing that one it's still happening..

Here's my mod list, if anyone can see something that I'm missing, any conflicts, or that i just have too many please let me know..
also this is from boss so I'm sure it's 99% in the right load order (barring that last one)

If so, this is a very rare bug that can affect unmodded Skyrim installations.

From what I've read, restarting the game might fix it (IE exit to Windows then start the game again). Otherwise, try ask Steam to validate your game's files.

similar but in my case the wall and the overhead walkway are missing and the gate never opens (both carts and both guards on horseback pile into the closed gate and start flipping over until they launch themselves over the gate like a giant hit them)

so i re-installed and started from scratch following the STEP guide and used Wrye Smash 296b.. I now have a modded running copy of skyrim that gets ~20 FPS more than before.. shame I can't use ENB with my graphics card though.. Using RCRN instead..
