Ok so ive been trying to get this dang quest to trigger but it just inst happening. ive fast traveled in and out of the city more then four times and showed up at 2am like the wiki said but still it wont trigger, So what do you guys and gals suggest? am i doing something wrong? Thanks for the answers.

It has not triggered for me either.

I went to the market place in Windhelm at around 9-11PM and a guy (Forgot his name) was creeping up on a girl than kills her. Chase that guy down and kill him.

Isnt the body supposed to be in the graveyard with people standing over her.

Is this the one that has to do with the house in Windhelm? If so, I bought the house then followed the clues from there. Yeah, I suggest buying the house, then the quest triggers.

Yes, how did you buy the house: I really want that house and its the only one I do not have.

Was you talking about the part where you had to patrol the streets or when you simply just find the body in the middle of four people?

I think for that character I had already completed the Civil War questline for the Stormcloaks. Have you tried talking to the jarls aid?

Yes, I think I will try again but I have not done the civil war quest line yet.
