A while ago (before the most recent patch) I played through as a Mage and took up enchanting. I enchanted myself a full set of apparell using the following method.
100 enchanting skill
Enchanting 5/5
Insightful enchanter.
Extra effect.
Grand souls.
I used purly enchanting, and no alchemy aids, skill bonuses etc etc. JUST enchanting at 100 and its perks.
With the above, each Fortify School enchant = 25%
We can fit 4 such enchants on apparell in total, and with extra effect we can have 8 total school fortifies at 25% each.
Thus my Mage currently casts all destruction and restoration spells for 0 magika.
Now... On to the bug.
I recently went back to the game and to my Mage character after dl the patch. And decided to re craft a new set of gear to allow me to cast destruction and conjouration for 0 magika becuase i fancied playing around with conjouration for a bit.
Using the EXACT same method as I used before the patch, the maximum % reduction I can achieve per fortify effect is now 16% and not 25%
As the only thing to change since I last did this is the game version, I can only assume that either enchanting was tweaked as part of a patch, or the patch broke enchanting somehow. It is almost like the perks aren't affecting the base values any more.
I could not find any patch notes that indicate a tweak, therefore I submit this is a bug.
